Is a 400 watt power supply sufficient for a mid range gaming computer?

Arctic Cooling Freezer 7 pro
Radeon hd 4870
Hitachi 500gb 7200rpm drive
+keyboard/mouse.

What is the difference between a 12V DC power adapter and a 12V DC power supply?

There is no difference between the two except the amount of output they produce. A 12V DC power adapter might only produce 600mA. A 12V DC power supply could put out 500+ Watts.
